Sergey Kalugin was born in Moscow in 1966. In 1991 he graduated from the Lomonosov Moscow State University, holding a degree in Economics.
Sergey Kalugin started his career as Economist at Incombank where he was promoted to Managing Director of Investments before becoming President of Inkom Capital, investment and financial services company.
In 2000 he was appointed as CEO of RTR Signal. In 2001–2007 Sergey Kalugin held the post of CEO at National Cable Networks. In 2007 he joined National Telecommunications as the company’s CEO. In 2009 he became Managing Partner at WebMediaGroup. In 2009−2012 he held the post of CEO at JSC National Telecommunications.
In March 2013 Sergey Kalugin was appointed as Rostelecom President.
