Andrey Patoka was born in 1969. He graduated from the Red Banner Military Institute of the Defence Ministry.
In 1992–2002, Andrey worked in JSC Kombellga where he was first taking the post of Sales Manager and later was appointed as Deputy Chief Commercial Officer. In 2000, he joined Comincom as Chief Commercial Officer.
In 2003, Andrey headed the subdivision for the development of international and regional business at STsS Sovintel (trademark of Golden Telecom). Later he was appointed as Vice President at Golden Telecom.
In 2008–2014, Andrey Patoka took the post of Vice President for B2B Business Unit at Vimpelcom. In 2014, he worked as Executive Vice President and Chief Infrastructure Officer. At the beginning of 2015, he was appointed as Executive Vice President in charge of CIS Business Unit.
In August 2016, Andrey Patoka joined Tele2 as Deputy General Director for Product, Marketing and Development for Federal Clients.
In June 2021, Andrey Patoka was appointed as CEO of Tele2.
